Please refer to your letter of 15th December, about the re- organisation of the Harbour Department at Hong Kong.

We have no objection to your informing the Governor that you approve the proposed re-organisation and the subject to any comments he may have we agree that for the purpose of implementing decisions on the recommendations of the Salaries Commission retrospective effect to the organisation may be given to 1st January, 1947 on the understanding of course that that is the date finally agreed for the implementation of the Salaries Commission proposals.
